Dr Kenneth Williams

Dr Kenneth Williams is the President of Anguilla Community College. His consultancies include the Ford Foundation, UNICEF, OXFAM, Earth-rights International, World Learning Incorporation, and the UN Inter-Telecommunications Unit. He is passionate about Organizational Behavior and Leadership, inclusive education, financing higher education, multicultural team performance, and healthy workplaces for organizational learning and engagement. His most recent writing includes a co-authored handbook on Caribbean education (2021), Values-based Leadership (2021- Humanistic Management Journal), and the application of Western constructs of Leadership to the Caribbean context (2019- Journal of Leadership, Accountability & Ethics). He holds a doctorate from Columbia University and a master’s degree from the London School of Economics.

Dr Kenneth Williams is the President of Anguilla Community College. Dr Jacqueline Peters-Richardson

Registrar

Dr. Jacqueline Peters-Richardson has dedicated over 33 years to serving the education system of Antigua and Barbuda. She has a background in Business Administration, Business Education, Technology and Learning Design, and Educational Change and Leadership. Dr. Peters-Richardson is currently the Registrar at the Anguilla Community College and has previously served as Vice-Principal of Antigua State College. She is passionate about incorporating technology into all aspects of administration and pedagogy to equip students in small Caribbean States to meet the demands of the global 21st century community. “Educators should be open to the change they teach their students about.”

Ms Catherine Xavier

Senior Lecturer/Administrator Information Technology

Catherine J Xavier has been an educator for over 16 years. She obtained her Bachelor of Arts in Visual Communication, a Diploma in Teacher Education and a Master of Education in Technology and Lesson Design. Ms Xavier has been Head of the Business/Information Technology Department for over ten years and three years as the Lead G-Suite Administrator for the Ministry of Education (Antigua).

Mrs Charmaine Rey-Richardson

Adult and continuing Coordinator

Suzanna Proctor joined Anguilla Community College in 2011 as Special Assistant to the President, providing administrative support. She previously provided administrative support to Heads of Department and Permanent Secretaries within the Anguilla Public Service. She is currently Special Assistant to the Dean of Studies, responsible for providing management, administrative, secretarial, and research services. Ms. Proctor has a BA (Hons) in Business Management and a BTEC Higher National Diploma in Business and Management.

Mrs Bernice Edwards

Human Resource Manager

In 2006, Ms Bernice Edwards commenced her time at the Community College Development Unit (CCDU) as the Executive Assistant. She was one of the three inaugural employees appointed at the CCDU prior to its evolution into the Anguilla Community College. In 2014, Ms Edwards was entrusted with the role of Human Resource Manager, following her attainment of a Bachelor’s degree in Human Resource Management.

Ms Shanelle Jacobs

Senior Lecturer/Administrator: Business

Ms. Jacobs is an experienced lecturer with a passion for education, faith, and entrepreneurship. She has taught various programs, including Associate Degree Business and CXC CAPE. Ms. Jacobs holds degrees in French, Management, International Business, and Education. She takes pleasure in seeing her students excel in academia, entertainment, and entrepreneurship and has helped many receive national scholarships and bursaries.

Ms Suzzana Proctor

Special Assistant to Dean

Suzanna Proctor joined Anguilla Community College in 2011 as Special Assistant to the President, providing administrative support. Mrs Charmaine Rey-Richardson

Adult and continuing Coordinator

Mrs Charmaine Rey-Richardson has been in the Education arena for over 30 years. She received a diploma from Church Teachers College Mandeville, Jamaica, in 1995 and a Bachelor of Science in Food & Nutrition from the College of St. Elizabeth, New Jersey, in 2000. She was also awarded a Master of Science in College Administration and Leadership from Kapla University in 2010. Mrs Rey-Richardson worked Part-time as an evening coordinator at Anguilla Community College from 2009 to 2023 and full-time as an Adult and continuing Coordinator from August 2023.

Ms. Pamella Gumbs

Director of FInance

I’m Pamela Gumbs, the Director of Finance at Anguilla Community College. I have a Bachelor’s Degree in Accounting from the University of the Virgin Islands and a Master’s in Accounting Information Systems from Bowling Green State University. Also, I am a Certified Public Accountant (CPA) and hold the Certified Information Systems Auditor designation (CISA Non-Practicing Member). Before joining ACC, I was an Auditor for NCBA, LAFARGE-HOLCIM, and PRICEWATERHOUSECOOPER.S. 

Ms Celeste Burton

Senior Lecturer/Administrator of Humanities & Education

Celeste Burton is a Senior Lecturer and Administrator of Humanities and Education at the Anguilla Community College. She has a bachelor’s degree in Linguistics and Education, a postgraduate certificate in Curriculum and Assessment, and pursued graduate studies in Applied Linguistics, Education, and Educational Leadership. She has held various educational positions in St. Lucia, Anguilla, Dominica, and Barbados. Ms. Burton is passionate about teacher education, curriculum development, and pedagogy. Her hobbies include baking, dancing, reading, and traveling, and she loves calypso music and cricket.

Ms Laurelei Frazer

Administrative Assistant to the Registrar

As the Administrative Assistant to the Registrar at Anguilla Community College, Laurelei Frazer is dedicated to maintaining a high level of detail-oriented organization. Her efforts ensure that the Registry functions efficiently, supporting the institution’s growth and productivity. Ms. Frazer’s commitment to the college’s success extends beyond her professional duties, as she continues to pursue educational advancement and collaborate with others. Her unwavering dedication to excellence makes her an invaluable member of the administrative team, driving the institution forward.
